The topic of your essay concerns Theories of the Political Control of Bureaucracy and Theories of Bureaucratic Politics. In your essay, answer the following question:
“Should public organizations be run as a business?”
In answering this question:
· Complete the reading assignments for Weeks 09 & 10.
· Analyze: weigh pros and cons of both schools of thought.
· Evaluate the merits of both theoretical schools.
· Take a position…make an argument – this is your thesis statement in your introduction.

· Due Date: Thursday, 01 November 2018 by 9:00 pm CST. Upload your Word document file in Blackboard.
· Points possible: 100
· Length: minimum 5 pages in a Word document not including the Works Cited page(s).
· Format: Double spaced (1.5” is acceptable); 1” margins; PROVIDE HEADINGS AND SUB-HEADINGS FOR EACH SECTION AND SUB-SECTION OF THE PAPER! A heading is a title of a section of the paper. A sub-heading is a title of a sub-section within a section of the paper. The Roman numerals in the outline, below, indicate the sections, the letters are sub-headings.
· Font: Times New Roman or similar font; 12 pt.
· Citations: use the parenthetical method of documentation only (APA recommended; MLA or Chicago/Turabian acceptable).

I. Introduction (1/2 – 1 page): Introduce the essay topic and state your thesis (this is your conclusion, that is, your argument).

Richard J. Stallman II, Preface to Public Administration. Chapters 1-4

NOTE:
· While you may work with other students in a study group on this essay, DO NOT have someone else research and/or write the paper for you. Please do your own work.
